Dear Concern:-

The LEED Credit tells that ""Vertical illuminances must be calculated on vertical planes running parallel to the lighting boundary, with the normal to each plane oriented toward the property and perpendicular to the lighting boundary, extending from grade level to 33 feet (10 meters) above the height of the highest luminaire.""

My Doubt is 

My Luminare height is 5 M (highest Luminare Height ) so i have taken the vertical illuminance from 0 m to 15 M ( 5 Luminare height & 10 M above Luminare ) & my lighting zone is MLO 2 so maximum 1 Lux allowed in vertical illuminace results and i have done exterior light simulation and i get 1 - 5 Lux in Vertical  illuminance in 0 - 5 m ( Luminare Height ) and above luminare height no light levels it is totally 0 Lux from  5 M to 15 M but i got review comment of

" . Several locations appear to have light trespass values exceeding 1.0 lux, the limit for lighting zone LZ2. For instance, vertical Grid 1 (west side) shows locations up to 1.33 lux, and vertical Grid 4 (north side) shows locations up to 7.64 lux. It is noted that SS - Light Pollution Reduction Narrative.pdf states that the maximum lux values were taken from 5 meters to 17 meters from grade; however, the credit language does not allow for the bottom 5 meters of the vertical grid to be exempted"

My doubt is what is the exact credit requirement my understanding is the lighting level requirement based on Lighting Zone is only for above luminare level for exampleluminare height is 3 m means we need to consider only 3 - 13 m vertical illuminance 

1.Is the vertical illuminace limits available from bottom or only for above luminare level ??
