Massachusetts stretch code

Hi all, curious if anyone is involved with development / advocacy for the new MA stretch code? https://www.mass.gov/info-details/stretch-energy-code-development-2022

My firm recently added a Boston location & I'm slowly getting to know the green building world there - would love to know if anyone is organizing public comments on the proposed code or knows of specific points in the proposal that need support. Very exciting to see TEDI & other big envelope measures in there!

Emily, Lots of Boston folks on here. Built Environment Plus is the local green building org. We’re working collaboratively with Passive House MA and others on this. Our Carbon and Energy roundtable is pulling some resources together. There’s a public meeting with DOER coming up that MA AIA is hosting. It would be great to have some people from your office involved with our Roundtables. Emily and anyone else w/ an interest in the MA stretch code - This is what I know, there is a meeting hosted by AIA MA, this email was sent out by AIA Massachusetts and then below that is an email from Building Electrifier Accelerator group with a straw proposal DOER letter that outlines how the proposal is falling short…. AIA MA to Host DOER Presentation of Straw Proposal for Stretch Code Update and New Specialized Stretch Code Kristen, At 9:00 am on Wednesday, March 2, 2022, the Massachusetts Chapter of the American Institute of Architects (AIA MA) will host representatives from the Commonwealth's Department of Energy Resources (DOER) to present their recently released energy codes Straw Proposal. Ian Finlayson, Dept. Director, Energy Efficiency Division, and Paul Ormond, Energy Engineer, Energy Efficiency Division, will present an overview of DOER's proposed new, municipal opt-in specialized stretch energy code along with proposed updates to the current Appendix 115 AA stretch energy. The presentation will be virtual and advanced registration is required at: https://us02web.zoom.us/meeting/register/tZYsce2urzwsGtB26wmr_as4BnRchA8zl4_5 After registering, you will receive a confirmation email containing information about joining the meeting. As there may be limited opportunities for questions and answers, DOER has agreed to address AIA MA submitted questions through their presentation. As such, interested members should present their specific questions in writing to jnunnari@architects.org no later than 5:00 pm, Friday, February 25. To review DOER's February 8 Straw Proposal webinar, please go to their new Stretch Code Development page. Thank you, John Nunnari Executive Director, AIA MA Here is a link to SIGN ON to the DOER March 9, 2022 letter. sign on link for DOER March 9, 2022 letter People can also email me at lisaclimatebrookline@gmail.com, or lisa@warnercunningham.com, as they have already been doing. Here is the DOER March 9, 2022 letter: MA NZB Coalition_DOER Stretch Code Straw Proposal Comment Letter 2022-02-20 .docx - Google Docs I will try to keep this document as “live” as possible with updated signatures, but will probably be updating mostly in the AM and PM, not necessarily during the day. Here is our letter from a year ago with our impressive list of sign-ons. We can do it again, but only with your help and hard work and persistence. This takes individual emails, phone calls, etc. Letter to Gov Baker 2.4.21 This time, we are hoping to get ALL the original signers or our 2.4.21 letter, PLUS building professionals, non-profit organizations, and building owners/developers. See below for more information. Best, Lisa Dear BEA Planning Team organizational members, We have an opportunity to show our strength in numbers and voice STRONG opposition to DOER's “Straw Proposal” for the updated stretch and opt in net zero “specialized” codes. DOER's proposal does not meet 2030 state and local emissions reduction goals. Further, the straw proposal's "net zero" definition contravenes the climate bill and does not conform to any published net zero standard. We must act now to meet our goals. This is especially true because the Attorney General's office has blocked municipalities from restricting new fossil fuel infrastructure and promoting building electrification. Meanwhile, the state legislature is using municipal Home Rule Petitions to pressure DOER while delaying a decision on granting municipal authority. DOER is accepting comments on their proposal through March 9. In order to facilitate a coordinated and timely response, this letter was written by expert members of the MA Zero Net Buildings Coalition, facilitated by NEEP Northeast Energy Efficiency Partnerships: MA NZB Coalition_DOER Stretch Code Straw Proposal Comment Letter 2022-02-20 .docx - Google Docs WE NEED YOUR HELP!! A year ago, our original BEA group was instrumental in gathering signatures from elected and appointed officials from 59 towns and cities representing 40% of the State’s population for this Letter to Gov Baker 2.4.21 - urging him to include an opt in net zero stretch code in the Climate Bill. Once again, we need to show that we will not stand for State inaction on addressing our dire climate future. We are now seeking sign-ons for our new letter above from four groups including Non-Profit Organizations, Building Professionals, Building Owners and Developers, and elected and appointed municipal leaders. In addition, we encourage as many individual DOER comment letters as possible. The number of letters received by the deadline matters. The letter's “Appendix” contains 20 numbered points that can be readily selected
