Buildable Land - State and Fed-owned?

Hello,

I have a project that is next to a ton of state and federally-owned land. Various uses are situated on this land such as a public recreation center, public park, military base, and metro station/bus station with a parking garage.

Has anyone had any experience excluding state or federal land from the density calculation? I would assume according to LEED it would be considered off-limits for development, right?

Would any of these be considered "buildable land"?

Could you point to where in the LEED Reference Guide it says to exclude federal land? 
This land is already developed and sounds like the public has access to it - why would you exclude it?
