T Frame for drop down ceiling tiles

Would the metal framing be included in the ceilings section for the calculator or not included because its inherently non emitting?

Yes, it's included in the calculator and listed as inherently non emitting.

Are they always considering inherenlty non-emitting?  Many T-systems have a painted finish on the exposed side.
