...and not do anything to demonstrate compliance with 90.1-2016 mandatory measures? Is that what you're implying? If so, then "no". We still want to see energy efficiency. So end use submetering, air barriers, etc, all still apply.

...but I could easily be misunderstanding the question. I keep scrolling up to see if this is posted under EAp2. 

As I recall under v4.0 you could not meet the prerequisite with renewable energy alone, you had to demonstrate compliance without renewables first. It appears that this requirement has changed in v4.1, so you do not need to demonstrate compliance without renewable energy before you apply it. I am also trying to infer the question so I could be misinterpreting too.

I believe that v4.1 allows an exception to the mandatory controls provisions - but have not gone done this path on any of my projects.  It is my understanding that onsite renewable systems can contribute to EAp Minimum Energy Performance...AND....onsite renewable systems and Tier 2 offsite renewable energy systems can contribute to EAc Optimize Energy Performance.  Quite honestly we are still figuring out the energy modeling / renewable energy credits of 4.1 since there are quite a few more options to evaluate when compared to LEED v4, v3, v2. 

Is there a LEED ID related to this? If not, then the prereq language is: Requirements Comply with ANSI/ASHRAE/IESNA Standard 90.1–2016, with errata or a USGBC-approved equivalent standard. ASHRAE 90.1-2016 Compliance pathways in Section 4.2.1.1 include compliance with all mandatory provisions, and compliance with one of the following:

• Prescriptive provisions of Sections 5 through 10
• Section 11 Energy Cost Budget Method
• Normative Appendix G Performance Rating Method. When using Appendix G, the Performance Cost Index (PCI) shall be less than or equal to the Performance Cost Index Target (PCIt) in accordance with the methodology provided in Section 4.2.1.1. Document the PCI, PCIt, and percentage improvement using metrics of cost or greenhouse gas (GHG) emissions.

All 3 of these paths require all the x.4 sections be met, which are all the mandatory sections.

I'm not aware of any bypass around these--yes swtiched receptacles you can take a hit and vestibules in CA are another, but not all just because you have on-site renewables. 

TAG discussions on the split metrics were because many still wanted energy cost as a proxy to demonstrate energy efficiency and carbon to show stewardship.

I'm now thinking Marcus is closer to guessing the original question: Are on-site renewables allowed to contribute towards compliance with EAp2 and EAc2.

Yes, but with the caveats that ECB will cap you at 5% and PRM doesn't.

Jamy,  the 'exception to mandatory measures' is found within the Requirements section, more specifically the "for projects using normative appendix G performance rating method'.  i believe this is limited to mandatory controls provisions of lights/receptacles.
