CS-v4 EQp1:Minimum indoor air quality performance

Does the Core and Shell project also have to meet the Exhaust Rate for the Kitchen?

Hello, I am working on a logistics warehouse project in Korea. The Rating System is v4 CS and I have a question in progress.

There is a Cafateria in our building, but due to the Core and Shell project, the kitchen related design was not made for the tenant to separately install the kitchen equipment.
In this case, ASHRAE 62.1 2010 Table 6-4 Exhaust Rate is not satisfied.

Does the Core and Shell project also have to meet the Exhaust Rate for the Kitchen?
