I have a office space project, that will have an entryway system (walk off matt). My question is where is the accaptable way to install the walk of matt it should be 10-feet (3meters) inside the building or outside, or can it be 1.5 meter outside and 1.5meter inside.

Hello Ramon, It should be 10 feet (3 meters) in total. It can be 1.5 meters outside and 1.5 mters inside.

It is allowed to be split between indoors and outdoors, but if outdoors, it must be reasonably protected from the elements. This usually means some sort of roof/overhang.

My project is located in the 25th floor, the occupants will be using the stairs and lift. If this is the case which is the preferrable way, inside or outside?

If it's covered/protected from weather/precipitation (I believe so) - it doesn't really matter - count on your design requirements.
