Does the paring now have to be on-site?

I have had many projects in v2009 that have had their parking in a neighboring garage if they don’t have their own garage. I have ongoing projects in v4 with the same situation. But somebody just pointed out to me that the first sentence under “Requirements” says: “Provide charging infrastructure for electric vehicles for ON-SITE parking.” Does this mean that we can no longer have the parking (with EVSE) in the next door garage? Or is there a mistake in the wording? What do you think?
