Pilot-Credits EQpc116:Daylight in nonregularly occupied spaces

Do toilet rooms count as non-regularly occupied spaces?

We are considering this credit for a large high school. We have some large toilet room areas and are wondering if these fall into the "non-regularly occupied" or "unoccupied category". Anyone have experience with those definitions?

restrooms are considered 'nonregularly occupied' by LEED.
