I'm working on a project which is on a site that was in a Qualified Census Tract in 2019. However, the site is no longer within a QCT. The RFP went out for the project back in 2019, but the project is still in design. Is there any guidance about when the site must be classified as a priority designation compared to the project timeline?

Since the credit intent is to direct development to QCT and similar designated areas, having that designation at the time the site was selected makes sense. I would recommend including a narrative verifying that the site fell into that category at the time of site selection, since the full project timeline isn't always visible to reviewers.
