Advanced Energy Metering, Opt.2 - Data Must Be Remotely Accessible

We under that... "The data must be remotely accessible"... but how does USGBC define remote accessibility?

For example, if the power meter installed on level 1 transmits data to a central BMS on level 9 to be stored in the on-premises server on level 9... does that qualify for "remotely accessible" since the date is not manually retrieved from the meter on level 1?

Or, does USGBC require the date to be centrally stored in the cloud so the data can be accessed/retrieved from any location as long as an internet connection is available?

I would interpret remote to mean that the data must be able to accessed from a location outside the place where it is metered of stored. In other words no one should have to go read a meter or physically go get the data. It should be accessible but that does not mean it needs to be in the cloud. It could be stored on a computer which is accessible directly or through other means.
