Healthcare-v4 MRc8:Design for flexibility

Option2 Provide programmed Soft Space

The requirement states:  Locate soft space adjacent to clinical departments that anticipate growth. 

Does this mean the 5% of DGA requirement is not required for all clinical departments in the building, and can Instead be limited to as few as one department only?
