Under section titled "What is a city or a community as defined by LEED v4.1?" add the following to the end of the Cities paragraph: "County governments fall under the 'Cities' rating system, they register under cities and follow the cities scoring and guidance."

Delete " and meta-city regions such as counties" in the Communities section
