Add the following sentence to the end of the first bullet point "Option 1. Tenant-Level Energy Performance Compliance is available to all projects.":

"Projects that document compliance with EA prerequisite Minimum Energy Performance by complying with the prescriptive provisions of Sections 5 through 10 of ASHRAE 90.1-2016 may pursue Option 1."
