This credit states: "CS Install meters for future tenant spaces so that
tenants will be capable of independently metering energy consumption
(electricity, chilled water, etc.) for all systems dedicated to their space.
Provide a sufficient number of meters to capture total tenant energy use with
a minimum of one meter per energy source per floor."
I am working on a design for a 19 floor building, which will have a single
tenant across all floors. Must we still install energy meters on all floors to
receive this credit?

I think so. The project has one tenant now but that may not be true in the future.

Marcus, thanks for the reply. You make a good point about future tenant use. Do you know how I can determine the official USGBC ruling on the issue? Is there a submission form to them for questions? I don't want to assume your response represents their opinion. Thank you!

You are right I don't speak for GBCI but I am a LEED Certification Reviewer. This language is in the credit requirement and is not at all ambigious so I do know that projects are held to that part of the requirement. You can call GBCI and ask or you can ask through the Contact Us page at the bottom of the USGBC web page.
