The Rating System specifies that SS 4.1 may be awarded for features "designed to capture water runoff for infiltration on-site". Can a project earn this credit for having infiltration features located off-site?

For part (c) of this credit, it is desirable that off-site infiltration measures not be used. The water should be captured by smaller, distributed measures located on site, closer to the source, using low impact design techniques (such as rain gardens, bioretention basins, etc). However, for small watersheds, limited off-site infiltration measures may be used if they meet the following criteria: 1) the measures are located on an adjacent site, or within the same development - i.e. very close to the home lot; 2) the water is delivered to the infiltration features in a controlled manner (see SS 04-52); 3) if the infiltration feature serves multiple homes, it is sized by a civil engineer or landscape professional to hold all the water associated with a two-year, 24-hour design storm; and 4) the land being used for the infiltration features is protected from future development by deed or contract.
