For part (c) - directing runoff toward permanent infiltration features, is there any requirement related to how the water reaches the infiltration features? Does the water need to be delivered in a controlled manner, or can it flow across landscapes?
For part (c), water is allowed to flow across landscapes to the infiltration features as long as it is conveyed in a safe and non-erosive manner through vegetated areas, which includes swales or other methods designed to prevent erosion of soil. Such delivery mechanisms are not needed if the infiltration features (e.g. rain garden) are immediately adjacent to the hardscapes.
