The City of Moline Police station(located in Moline, Il) currently have a fleet of 12 vehicles utilizing E85 fuel, with plans to purchase 2 more, all of which will be used by building occupants and are refueled at Gold Star F.S, approximately 6 miles from the Police Station, located in Silvis, Il. According to the website referenced in the previous CIR Ruling SSc4.3 on 3/30/2005, this fuel qualifies as an alternative fuel under the Energy Policy Act of 1992. We would like to confirm that 1. We can use the entire fleet of 14 vehicles in our calculation 2. We can use a similar calculation for which was developed for B20 fuel. Based on SSc4.3 3/30/2005 we are utilizing the formula: (100%/our fuel ratio)* 3%, which results in 3.5%. We have a total of 116 occupants in the building, which based on the above calculations would require 5 vehicles. 3. We do not need to indicate preferred parking as we are only providing 24 parking spaces on site, thus reaching the threshold of 25%. 4. What (if any) additional documentation will be required to achieve the credit (i.e. would a letter from the owner be sufficient)?

Ruling

The project can only include the total 14 vehicles in credit calculations if it can be demonstrated that all 14 vehicles are either owned or under contract at the time of LEED submittal. It is acceptable to use the proposed calculation for ethanol fuel blends to meet the fleet requirements set forth in previous CIRs and the preferred parking requirement may be waived if the project can demonstrate that the number of alternative fuel vehicles equals at least 25% of the parking capacity.
