When evaluating whether a project meets the Community Connectivity requirements, can we consider our own building as 1 of the 10 basic services within the 1/2 mile? Also, can we consider services that are being constructed in the same retail center but may not be completed by the time the certification application is made?
Ruling to first question: No. Ruling to second question: The intent of this credit is to connect to an already existing community and the services offered there, but it is acceptable to allow a limited number of services that are anticipated to be built in the near future to count towards this credit. Specifically, no more than 2 of the 10 services required may be anticipated (at least 8 must be existing and operational). In addition, the anticipated services must be documented by lease agreements or other appropriate documentation to demonstrate that these other services will be operational in the locations indicated within one year of occupation of the applicant\'s project.
