This prerequisite only applies to construction waste generated on-site, but does apply to every project. In cases where the entire home is modular, the project must still investigate (and preferably take advantage of) waste diversion options for things like household recyclables (bottles, cans) from the site crew, waste generated during landscaping, etc.
