Can this prerequisite be satisfied if the thermal bypass inspection is only successfully conducted on 90% of the envelope? In some gut-rehab projects it is difficult or impossible to access all parts of the envelope.
For part (a), according to EPA, the energy rater "shall use their experience and discretion" to determine whether a home passes or fails the thermal bypass inspection. LEED for Homes follows this same principal. For part (b), at least 90% of the insulation must be visible to confirm that the minimum requirements were met. If less than 90% of the insulation can be inspected and verified, the home must follow the performance pathway (EA 1) and downgrade the insulation in the model accordingly. Applicable Internationally.
