If a structure or development has been in place for 5 years or more, it can be considered existing development. This does not apply to homes that are part of an ongoing subdivision fill-out - in this case, points for LL 3.1 or 3.2 can only be earned if the entire original subdivision meets the definition of "edge development" or "infill".
