We request confirmation from the Certification Review Team that the logic we have used to compute the number of parking spaces for fuel efficient vehicles for this project is in keeping with the intent of this credit and will, therefore, earn this point. Our project is a Rental Car Facility (RCF) that will be located in the city of SeaTac, Washington and adjacent to the Seattle Tacoma International Airport. The structure will consist of five levels, each with an approximate area of 400,000 square feet. The lower four levels of the structure will accommodate the "ready and return" activity of the RCF-that is, the process of receiving vehicles and then sending them through the "quick turnaround" facilities for cleaning, fueling, light maintenance and inspection before being turned around to customers for rental purposes. The vehicles are cycled through the process and returned to the "ready" position on the rental company\'s floor. Because transactions occur multiple times a day, it is possible that a vehicle is cleaned, refueled and back on the floor within minutes after it is returned by the customer. Due to the nature of the activity that takes place on these lower four floors, and the fact that there is no parking capacity on any of the lower levels for employee vehicles, for the purpose of this credit, we do not include any area on the lower four floors in the building\'s total parking capacity. The fifth floor level (top deck) of the structure is not used for processing rental cars. A Customer Service Building (CSB) will be located here, and will house several rental car companies. Transactions for renting a car will occur here. Passengers coming from the SeaTac Airport will arrive via a consolidated busing system. There is a designated area specifically for employee and visitor parking. The parking area on the fifth floor, and only the parking on the fifth floor, is that which is included in the building\'s parking capacity (total 337 spaces). As a result of this logic, 5% (or 26) of the parking spaces on the top deck will be designated as preferred parking for low-emitting/fuel efficient vehicles in order to gain this point. Striping and signage will be developed for the 26 spots and incorporated appropriately. Please confirm that this is an acceptable approach for calculating this point.

Ruling

Yes, vehicle processing areas of a structure may be excluded from calculations for this credit, however, the project team must also devise a strategy to make low-emitting/fuel efficient rental vehicles more easily accessible once they have been processed. Please be certain to provide floor plans for each floor of the structure and a letter from the owner indicating that the excluded areas are intended to remain as vehicle processing areas for the life of the building.
