This credit interpretation request is submitted regarding the applicability of mandatory and prescriptive requirements of ASHRAE/IESNA Standard 90.1-2004 to a building designated as historically significant. Our project property, comprised of a three-story brick warehouse built in 1909 and a noncontributing one-story metal addition, is designated as historically significant by The National Register of Historic Places. The entire property is being renovated to meet the standards of the Secretary of the Interior and of the Department of Historic Resources. While we anticipate meeting the mandatory and prescriptive requirements listed in Sections 6-10, we are unable to meet the requirements in Section 5: Building Envelope (Virginia, Climate Zone 4A). Existing brick walls are 11" thick (R-2.33) with no insulation; DHR prohibits the addition of insulation to these walls, as it would alter the historic character. Similarly, we are unable to alter other existing envelope conditions of the floors and slab due to the constraints of first meeting the DHR requirements. The only proposed envelope alterations allowed to-date in the brick warehouse are better-insulated windows and insulating the existing uninsulated roof to a value of R-25. In the noncontributing addition, we will be allowed to increase the current insulation values of the walls, windows, and the roof. ASHRAE 90.1 Section 4.2.1.3 lists exceptions to compliance with Sections 5-10 for "a building that has been specifically designated as historically significant by the adopting authority or is listed in \'The National Register of Historic Places\' or has been determined to be eligible for listing by the US Secretary of the Interior need not comply with these requirements." Considering that ASHRAE 90.1 exempts the project from meeting the requirements due to historical significance, we would like to inquire if LEED considers our project to also have fulfilled Prerequisite 2.

Ruling

The applicant is requesting clarification on the applicability of the ASHRAE 90.1-2004 mandatory and prescriptive requirements to their particular project type. To demonstrate compliance with all the requirements of EA prerequisite 2, please follow one of the two options as per the LEED-CS v2.0 Reference Guide. It is permitted to exclude those components that cannot be upgraded to meet the mandatory and prescriptive requirements due to the standards of the Secretary of the Interior and of the Department of Historic Resources from demonstrating compliance. During submission please provide a complete list of areas (E.g. Walls, roofs, windows etc) that are part of the project scope, those areas that were limited due the historic requirements and those that were not. Also please note that fulfillment of the prerequisite requirements cannot be verified through the CIR process.
