Background:The project is an approximately 35,000 square-foot Child Development Center (CDC) located in a campus setting (LEED-NCv2.2). All activities upon occupancy will be focused in the CDC and no other buildings will be constructed adjacent to this building in the future. A 40-space, short-term parking lot will be constructed for visitors to the CDC and parking in an existing parking structure will be available to CDC employees.The initial campus site development included the creation of a constructed wetland system that stretches from north-northeast to south-southwest through the campus. The primary intent of the constructed wetland is to provide stormwater management function while providing aesthetic and ecological benefits as well. A smaller constructed wetland that serves as one component of this greater system is located just west of the CDC project site and is the subject of this CIR ("CDC constructed wetland"). We can provide pre-campus development aerial photos to show that the CDC constructed wetland did not exist prior to campus development.CDC project plans include a 50-foot buffer between the CDC constructed wetland and all structures, roads and areas developed as part of the project. True to its intent, the CDC constructed wetland will receive stormwater runoff from the CDC project site after traveling through a water-quality swale. An engineering analysis determined that there are not sufficient impacts on the constructed wetland\'s hydrologic regime to cause influence vegetation makeup or stormwater management function. Specifically, the constructed wetland capacity is 218cfs; the pre-development inflow for a 25-yr storm is 107cfs; and, the added runoff that will reach the wetland is 2.62cfs (2% increase, still only 49% of total wetland capacity). The constructed wetland will retain its capacity to provide all of the intended services- stormwater management, aesthetics and ecological function- that would not otherwise be provided had the owner not constructed the wetland during initial campus development. The engineering analysis also indicates that there is no chance of an increase of flow rates from the site, thus nullifying any potential impact to nearby creeks.Question:The intent of the SSc1, Site Selection, is to "avoid development of inappropriate sites and reduce the environmental impact from the location of a building site." The owner seeks confirmation that the CDC constructed wetland would not be expected to meet the 100-foot buffer mandated for wetlands in this credit.
The project has a development buffer of 50 feet from a constructed wetland that was constructed as part of the initial campus site development. Constructed wetlands that were not constructed for the purposes of wetland mitigation are not to be considered wetlands for the purposes of this credit. However, if the constructed wetlands were the result of wetland mitigation, this credit can not be earned. Please clarify whether these constructed wetlands mitigated other natural wetlands.
