For sites that are clearly disturbed, but do not meet the definition of "previous development", which section of this credit applies? Preserving 40% a site that is disturbed and includes garbage, weeds, etc. does not seem to achieve the intent of the credit.
Ruling
If a home is built on a site that is significantly disturbed, but does not meet the definition of "previously developed", SS 1.2 can be earned by satisfying the requirements in part (c).
