PSHIA AUTOMATED TRAIN - CIR #1B Background The Phoenix Sky Harbor International Airport Automated Train project consists of an automated electric train which travels on an open, elevated railway serving three train stations. One station is attached to the existing air terminal building #4, one makes connection to the municipal light rail station adjacent to the airport at 44th Street, and the third (the EEL Station) is located on the rail system part way between these stations and adjacent to an existing parking garage. The terminal #4 and 44th St. stations are enclosed and conditioned and the application of LEED criteria is fairly straightforward. It has been suggested by value engineering that the EEL station be constructed as an "open" or unenclosed, unconditioned structure with a roof and interior lighting, but no exterior walls and no HVAC systems in the occupied areas. The station will include normally unoccupied, enclosed, and conditioned ancillary equipment rooms which house electrical and communications/security equipment. It is anticipated that these ancillary areas will constitute about 5% of the total building area. Credit Interpretation Request The following question deals with how the unconditioned, unenclosed portion of the EEL station can evidence compliance with EQ prerequisites and credits. The scope of ASHRAE Standard 62.1-2004 indicates that the standard applies only to "indoor or enclosed spaces that people may occupy". The occupied portions of the proposed building are unenclosed, and the enclosed ancillary equipment areas are normally unoccupied, which implies that the referenced standard does not apply to any spaces in the building. Does this mean that EQp1 is automatically satisfied for the unenclosed and unoccupied portions of the building? If so, does this also mean that credits relating to performance in excess of the standard (Credit 2 - Increased Ventilation), and credits relating to "indoor air" (EQ 1 - Outdoor Air Delivery Monitoring and Credits 3.1 and 3.2 - Construction IAQ are automatically not available to the project? Similarly, are Credits 8.1 and 8.2 - Daylight and Views available to a project that has no exterior walls or glazing?

Ruling

The project team is inquiring if unenclosed areas of a multiple building project may be excluded from the requirements of and calculations for EQp1, EQc1, EQc3.1, EQc3.2, EQc8.1, and EQc8.2. Yes, the unenclosed spaces of the project may be excluded from the requirements of, and calculations for, EQp1, EQc1, EQc3.1, EQc3.2, EQc8.1, and EQc8.2. In the described situation these credits are simply not applicable to these unenclosed spaces. As a significant portion of the project is enclosed, the unenclosed spaces may be included in the submittal as long as they meet the intent and requirements of all other credits being pursued. It should be specifically noted that the requirements of EQp2 are applicable to these unenclosed areas. Applicable Internationally.
