SS Credits 4.3 and 4.4 have very similar intents; 4.3\'s is to reduce pollution and land development impacts from automobile use, and 4.4\'s is to reduce pollution and land impacts from single occupancy vehicle use. Each of them offers similar options for meeting the intent. In 4.3, 5% of the total vehicle parking capacity of the site can be dedicated to preferred parking for low emitting and fuel efficient vehicles. In 4.4 option one, is to size the parking capacity to not exceed minimum local zoning requirements and to provide preferred parking for carpools and vanpools for 5% of the total parking spaces. We would like to blend these two credits, which separately would achieve two points, into a single credit which would achieve one point. Our goal would be to either a) provide preferred parking for 2.5% of the spaces for EACH of carpools/vanpools and for low emission and fuel efficient vehicles or, b) provide 5% of the spaces for EITHER carpools or vanpools or low emission/fuel efficient vehicles. In either instance, we would intend to meet the requirement that we not exceed the minimum local zoning requirements for parking capacity. Is either of these two approaches acceptable for gaining a single point?

Can parking spaces be designated for either carpools/vanpools and/or low emission/fuel-efficient vehicles to meet the requirements for a hybrid SSc4.3 /SSc4.4 credit worth one point. No, to provide effective incentive to increase the use of efficient and alternative fuel vehicles, and carpooling, the requirements for SSc4.3 and SSc4.4 must be addressed independently.
