Our project team is requesting clarification of MRc2.2 with respect to a proposal to reuse rock from retaining walls and concrete parking lot demolition to stabilize creek banks that failed during recent local flooding. Would recycling the construction waste in this manner constitute the landfill diversion intent of this credit?

Ruling

This CIR is requesting that the project be allowed to reuse demolished retaining walls and concrete parking to stabilize creek banks under MRC2.2. Off-site reuse of crushed concrete or demolition debris for the stabilization of a previously engineered creek bank is permissible as a diversion technique under MRc2. However, this can not be defined as diverted waste under MRc2 if the banks of the creek were freely formed prior to the flooding of the creek. MRc2 encourages the diversion of material from landfills but not for the purpose of land reclamation. It is also important to note that rock debris from land clearing will not count towards this credit. Please note a previous CIR ruling dated 03/04/04. The ruling reiterates that the reuse of rock does not fulfill the credit but encourages the project team to look into MRc5. Applicable Internationally.
