No - exterior lighting should be included in the HERS model, and reflected in the HERS Index. Please review the RESNET Standards, chapter 3. Daylight sensors can be counted as "qualifying light fixtures". It\'s less clear how photovoltaic cells should be counted, but they can at least be counted as "qualifying lighting fixtures".
