If the builder uses a composite product like a SIP panel, how do we determine if it is from a local source or not? Is it sufficient that the SIP panel be manufactured locally? Or do the sheets of plywood and the foam also need to be manufactured locally? Or does the wood have to be from local sources and the petroleum used to make the foam come from local sources too? Similar questions can be asked about ICF\'s and windows and a variety of other composite materials.

Ruling

For the purposes of MR 2.2, SIPs and ICFs should be broken into two components: framing and insulation. If either or both components meet the requirements for EPP or local production, credit should be granted accordingly. The "window" component has been changed so it only refers to the window framing.
