No - having a detailed cut list and lumber order does not necessarily the same as having a precut framing package. MR 1.2 and 1.3 may be earned for determining exactly how many pieces of framing are needed, and having only this amount of material brought to the site. A precut framing package requires that the framing material arrives at the site already cut (i.e. practically no cutting is required on-site).
