The land on which the school is sited has been, in its entirety, a school site since 1937. The 1937 structure has been recently demolished, and the area has been fenced. Earth removal proceeded to three feet below surface to remove the top portions of pilings. The owner requests clarification as to whether a Phase 1 Environmental Assessment is necessary in such a situation. No opportunity has been present in the last 80 years for the land to be contaminated, as the land has been protected as school property.
The project team is inquiring as to whether a Phase I Environmental Site Assessment (as described in ASTM E1527-05) is required for all school sites, or whether knowledge of a site\'s history can preclude performance of this testing. This prerequisite requires a Phase I Environmental Site Assessment (as described in ASTM E1527-05) for all school sites, even if developing on a site with a known history. Applicable Internationally.
