How should raised decks be handled within SS 4.1? Are there requirements for the permeability of the deck, or the layer underneath the deck?
Ruling
The area of the deck must be included in the calculation for SS 4.1. A deck area may be considered "permeable" on the following conditions: (1) it includes spacing between the deck slats to allow water to run off, (2) the area below the deck satisfies SS 4.1, part (b).
