Do the energy-efficiency measures in mid-rise pilot projects need to be installed and verified, or only "designed"? EA 1.1 in the Mid-rise Pilot Guidelines states "Design the building project to comply with the following...".
Ruling
All significant energy-saving strategies in the building must be verified before they are credited within the energy model. The language in EA 1.1 should be "Design and construct the building..."
