How should the calculation in LL 3.1 & 3.2 be handled if the lot is adjacent to water bodies?

Ruling

Waterfronts (including lakes, rivers, bays, etc.) should be excluded from both the numerator and denominator in the calculation for edge development and infill. For example, if a home lot has a 400-foot border with previously developed land, a 200-foot border with previously undeveloped land, and a 400-foot border with lakefront, then the home should be treated as having (400 / (400+200)) = 67% bordering previously developed land.
