Yes, WE 2.2 can be satisfied by having an inspection conducted by any third-party. An employee of the firm working for the project team is not considered "third-party". As long as the individual steps in the inspection are satisfied and confirmed, as per the Rating System language, the individual conducting the inspection is not required to have any specific credentials.
