Do waste/recycled materials haulers necessarily have to be licensed? The Reference Guide mentions "licensed haulers and processors of recyclables". Also, the recent ruling on using a waste hauling facility average raises the question: must these facilities be regulated, licensed, or subject to some other oversight?
Facilities must be licensed to operate regarding their operations and materials that they handle per Federal, State and local requirements applicable under law. In addition facilities should demonstrate through such as legally permitted/certified weight scales and operations/management reporting whether or not required by law, their ability to accurately track the materials flow balance of their facility at least a monthly basis.
