There are various prior rulings related to what may or may not be counted as an acceptable "diversion" strategy. However, in most cases the project team receives a diversion rate from waste haulers, with no information on how this material was diverted? How can diversion rates be verified if this approach is used? How should waste haulers be accountable for knowing the various LEED rules?

Ruling

The hauler is not sufficient to provide submittal of the end-use of the diverted materials, unless they are hauling to their own reuse or recycling facility. The facilities receiving the materials must be able to document the totals and types of materials diverted from landfill, per the materials delivered from the project. The facility must have in place a legitimate and transparent method of tracking incoming and outgoing materials, or internally processed, with outlets and their reuse, recycling and disposal rates.
