Text on USGBC website - Announcing LEED Version 2.1 (11/13/2002)- states that "The new LEED Letter Template is a central component of the Version 2.1 improvements. It is a dynamic tracking and documentation tool that must be used by Version 2.1 project teams in preparing a complete LEED certification submittal." We have also read the (3/25/2003) revisions to LEED Version 2.1. Also, we are aware of comments made in training classess and by USGBC officers & staff that indicate a flexibility beyond the website statment. Determining which interpretation(s) of LEED version 2.x apply has direct impact upon project decisions and schedule. Therefore, we request clarification regarding the approved application of 2.0 and 2.1 and 2.1-revisions. Specifically, is the applicant allowed to "mix and match" credit requirements from any of the 2.x (2.0, 2.1, and 2.1-revisisions) versions regardless of which 2.x Version is registered? For example, can a 2.1 registered project elect to use all the site 2.1 credit requriements, but use 2.0 requirements for everything else? Or, must a project registered to 2.0 use ONLY the 2.0 credits? Similarly, must a project registered to 2.1 use ONLY the 2.1 credits? Thank you for your consideration.

Ruling

Projects registered under either LEED 2.0 or LEED 2.1 have three options for certification: a LEED 2.0 submittal; a LEED 2.1 submittal; or a mixed 2.0/2.1 submittal. Project teams will organize the documentation in three-ring binders and/or CDs with Letter Templates. In terms of payment, the USGBC Board has determined that the date of project registration determines the fee structure used. In other words, projects registered prior to November 14, 2002 will follow the LEED 2.0 fee structure irrespective of the potential mixed nature of their certification submission.
