We are designing a four story Bachelor Enlisted Quarters for the Navy. While LEED is only intended for residences 4 stories and above, the design team feels that ASHRAE 90.1 baseline requirements are still applicable to this building. Please advise if it is acceptable to submit the Navy BEQ project as a LEED-NC v2.1 project using the following as a baseline.[The submitted data was omitted by USGBC, as it is not necessary for the ruling.]
A four-story dormitory is addressed by ASHRAE 90.1-1999. Please apply this standard to establish the energy use baseline. If blinds will be modeled, they must be modeled identically in the budget and proposed models. If there is humidity control, the humidification requirements must be based on ASHRAE 55, not ASHRAE 62.
