BEQ P-301 is the first of several new Bachelor Enlisted Quarters to be constructed at Naval Station Bremerton. The project includes upgrades to sewer and electrical system infrastructures that will eventually serve the entire campus as well as P-301. This infrastructure work is outside the physical boundary of the P-301 project site.According to USGBC Administrative Ruling of June 1, 2001, such infrastructure improvements can contribute to achieving LEED points for the project as long as they are applied consistently across the project. As such, we will include the cost of materials for this infrastructure work in our calculations for all Materials and Resources (MR) credits.Our question: Must the physical area of the infrastructure work site also be added to the total area of the site and included in the calculations for credits in the Sustainable Site category?
Yes. Numerous CIRs address this issue, requiring that project teams utilize consistent site definition across all LEED credits; in particular, Administrative CIR Ruling, dated 6/4/2003, states: "The project definition or scope for LEED must be clearly defined and remain consistent across all LEED credits. You cannot address certain aspects of the project for some credits and other aspects of the project for other credits. It is important to avoid the perception that the project is \'working the system\' to take advantage of certain features for some credits, while ignoring them for others." Other germane CIR Rulings include: SSc5.1 2/20/2003 and 9/022003; SSc5.2 1/18/2002; SSc7.1 8/2/2001; Admin. 10/4/2001. Also, the LEED v2.1 Reference Guide, May 2003, requires on page 21 that "the project area must be defined consistently throughout LEED documentation."
