Our DC area condominium project (100 residential occupants) does not provide parking on-site. Parking is available at an existing public garage adjoining our building.Based on the SS c4.4 4/28/2003 CIR ruling, we intend to capture the credit for the residential tenants by providing (1) a carpool rider board located in the building\'s common area (2) a clearly marked drop-off area located nearest to our building entrance that allows 30 minute parking for at least one vehicle, and (3) exemplary parking reductions; i.e., no parking provided for the tenants.The municipal garage will not indicate that drop-off area is for carpool vehicles only as required by the CIR ruling. They have, however, provided several metered spaces adjacent to our building entrance with a maximum parking time of 30 minutes.Based on the SS c4.3 11/4/2002 CIR ruling, we do not intend to incorporate a prorated area of the parking garage into the project\'s site area for the purpose of other credits, as only the building is applying for certification.Please confirm that the this project will meet the intent of SS credit 4.4 by providing a rider board and drop off area for the tenants and that this credit can be achieved without extending the project site boundary to include the garage when determining achievement of other credits.
As currently proposed the credit will not be earned. SSc4.4 CIR Ruling dated 10/7/2004 states that this credit generally is not applicable to projects that do not incorporate parking. However, credit equivalency may be available for unique circumstances, such as projects in dense urban settings that lease or own parking spaces in existing facilities and that demonstrate achievement of the credit intent by reducing single occupancy vehicle (SOV) use. Carpool/vanpool spaces typically are not appropriate for residential projects, as stated in SSc4 CIR Rulings dated 12/27/2001 and 4/28/2003. However, reduced SOV use for such projects can be demonstrated via other means, such as the Zipcar approach discussed in SSc4.4 CIR Ruling dated 5/24/2004, or the unique mass transit upgrade approach discussed in SSc4.4 CIR Ruling dated 10/7/2004, or the approach referenced in SSc4.4 CIR Ruling dated 4/28/2003. As described in this case, though, the 30-minute parking spaces are not clearly marked as a carpool drop-off and pick-up area. To achieve credit equivalency, these spaces must be clearly designated for carpooling - typically with signage - thus increasing the likelihood of their availability and providing a clear incentive for carpooling. Further, they must be owned or leased by the building owner or tenant(s) to insure their availability to project occupants. Should the team demonstrate compliance, the parking garage would not need to be included in determining achievement of other credits, since it represents an existing facility outside the scope of this project.
