There has been a subsequent ASHRAE Standard 55 issued in 2004 that addresses this issue. In the ASHRAE Standard 55-2004 Thermal Comfort Conditions for Human Occupancy, Figure 5.2.1.1 specifically lists "No Recommended Lower Humidity Limit". Based on this new criteria listed in the 55-2004 edition the issue becomes moot.While receiving a favorable recommendation through the CIR process does not guarantee the achievement of a credit, if the team were to base their assumptions on the new ASHRAE Standard 55-2004, and prove compliance as par of the LEED certification submittal, they will meet the credit criteria.NOTE: this ruling allows ASHRAE 55-2004 to be used in lieu of ASHRAE 55-1995a if the project so chooses. Allowing an updated standard via the CIR process is typically not allowed by LEED because the assumption is that new standards are more difficult. But in this case, the new version of the standard addresses several problems that were not covered by 55-1995a. Rather than making the credit more difficult it now makes it more practical.
