Our project is a large scale master plan development of high density condominiums, lofts and brownstone style homes. It will be one of the first of its kind in Las Vegas. The site is 16.21 acres and has over 2.2 Million square feet of new development. When completed, the project will have a development density of 135,064 SF/acre. The project itself is creating a new community center on a large urban scale. Included in this residential development will be a wide variety of mixed use retail and services; all for public use and located at street level. The services being provided will be: Pub, Bakery, Wine shop/Sommelier, Florist, Fresh Produce Store, Coffee Shop, Butcher, Fresh Fish Market, Dry Cleaner\'s, Caf

Ruling

The applicant is asking if a master plan development can achieve the Development Density & Community Connectivity Credit (SSc2) based on its own density (135K sf/acre) or Basic Services that are not currently established, but will be part of the project upon completion. From the description it appears that existing properties within the density radius do not also have a development density of at least 60K sf/acre. It also appears that the basic services being referenced fall under only three or four of the 22 basic services (cleaners/restaurant/supermarket/convenience grocery). No, the project as described in the CIR may not earn the Development Density and Community Connectivity Credit. While it is laudable that the project is achieving the desired density for a new development, the intent of this credit is channel development to urban areas with existing infrastructure, protect greenfields and preserve habitat and natural resources. Based on the project description, it does not appear that the existing site has the required density or the required number of basic services adjacent to it. Per the LEED NCv2.2 SSc2 ruling dated 10/17/2006, USGBC has not allowed basic services in an applicant project to count towards this credit and requires that at least eight adjacent basic services be existing and operational.
