This project is located on a multi-building medical campus in Illinois. Typical of a campus, it is composed of numerous existing buildings, parking structures, surface lots and circulation streets. The campus is proposing to build, as separately bid projects, a new inpatient building, some additions to existing buildings, and a new multi-level parking structure. Our intent is to pursue LEED Certification for the new inpatient building, new portions of site work on the campus, and possibly the new multi-level parking structure, but not the additions to existing buildings. The new medical building will be primarily served by 3 parking lots. A new surface lot and an existing multi-level parking structure will be used primarily by patients and visitors. A new multi-level parking structure is being provided which will be used primarily by hospital staff. All three lots are located adjacent to the primary entries used by the respective user groups. Staff for the new building, parking in the new multi-level parking structure, will access the new inpatient medical building via a skywalk and entry pavilion and through a short portion of an existing medical building adjacent to the new building (all travel is indoor). It is important to note that the skywalk and entry pavilion are new additions to the existing building, and not a part of the new inpatient building. We will pursue SS cr4.3 via option #2, by providing reserved low-emitting and fuel efficient parking for 5% of the total FTE (staff, patients and visitors based on maximum occupied shift) of the new building. We propose to distribute these spaces proportionally amongst the 3 primary lots for the 3 user groups. The existing multi-level parking structure, new surface lot, and possibly the new multi-level parking structure will not fall within the LEED Project Boundary (LPB). Please confirm that it is acceptable to have all or a portion of the parking stalls for SS cr4.3 fall outside the LPB, provided they are preferred spots and fall within 1/4 mile of most building entries - a threshold established in rulings of previous CIRs. We feel that this will be acceptable based on a previous CIR response (dated 2/2/07).

Ruling

Yes, it is acceptable to have all or a portion of the parking stalls dedicated as preferred parking for SSc4.3 fall outside the LEED Project Boundary, as long as they are within a 0.25 miles of the building entrances or serviced by a shuttle bus. Also please note that these preferred parking spaces are to be used only by the LEED project building(s) occupants. Applicable Internationally.
