Should the area covered by multi-family garages be included in this calculation? What if the garage is covered or multi-level - should it be considered "under roof".
Ruling
Multi-level garages (covered or not) and any garages located under living spaces (e.g. the building) should not be included in the calculation for SS 4.1. They do fall under the scope of SS 4.3.
