For part (a), can projects earn credit for shading provided by trees on neighboring properties?
No, not automatically. In cases like this, a project-specific CIR must be submitted with the following information: 1) percentage of hardscapes shaded by trees on neighboring properties; 2) description of the neighboring site, including the type of property, type and ages of the trees, and any information that might affect how long the trees are expected to remain in place; and 3) description of the project site, including any explanation for why on-site trees may be difficult or impossible to plant or maintain.
