In this case, this Owner\'s Representative oversees the installation, operation, and maintenance of all HVAC equipment on campus. For this project he has given some design input in terms of preferred systems and manufacturers. Is he qualified to provide commissioning? Is the Test & Balance Contractor qualified to provide commissioning?
There is no restriction on who may conduct the fundamental building systems\' commissioning for EA Prerequisite 1. However, EA Credit 3 DOES have some provisionary requirements that must be "executed by a non-design firm designated as the Commissioning Authority" (June 2001 version of the LEED Reference Guide, p.146).
