This proposed measure involves heat and moisture exchange between exhaust air and ventilation air. This reduces energy needed to heat and cool ventilation air. One approach that has been identified is enthalpy wheel recovery. Enthalpy wheels require that reasonable volumes of exhaust and ventilation air can be brought together at one location. Can the council clarify whether in the case where heat recovery is not required under ASHRAE 90.1, is it eligible for energy cost savings credit?
